Essential Functions: The qualified candidate will ensure all services are delivered in accordance with the Performance Work Statement (PWS), federal quality standards, and Rising Star’s internal policies. Responsible for the day-to-day QC and safety monitoring, reporting and training ensuring safety compliance. Develops and implements quality control measures and level of service standards to ensure compliance with specifications / contract requirements for assigned facilities.
- Lead and manage all quality assurance and inspection activities for custodial and grounds maintenance services across multiple CBP border station facilities (Ysleta, BOTA, PDN, and Tornillo).
- Implement and oversee the Quality Control Plan (QCP), ensuring compliance with contract specifications, schedules, and performance metrics as outlined in the PWS and GSA QASP.
- Conduct daily inspections, monitor work outputs, document deficiencies, and follow through with corrective action reporting in coordination with site supervision and management.
- Track, analyze, and report recurring issues and implement process improvements.
- Maintain and update quality records, inspection checklists, and reporting tools.
- Collaborate with operations, HR, and safety staff to support training and retraining needs for compliance or service improvements.
- Serve as the liaison to GSA contracting officers and CORs for all QC-related communication and performance reports.
- Support Phase-In, Transition, and Startup activities including baseline inspection checklists and quality benchmarks.
- Ensure compliance with OSHA, EPA, and federal custodial and landscaping quality standards.
Role Expectations
- Ownership and Leadership of the Safety and Quality Control position.
- Credentialling: 30 Hour OSHA training.
- Weekly frequent communication to update activities and communication with team members
- Establishment of policies, guidance and documentation forms all made available to the organization.
- Embracement of Team Software (WinTeam), ehub and any other electronic systems to manage, report and achieve records.
- Lead Safety and Quality Control weekly team meeting status updates and quarterly Safety Meetings including meeting minute recorded for compliance documentation.
- Liability Coverage planning with Finance and Human Resources Departments to lower injury claims and lower rates of coverage – Marsha McLennan Agency.
- SourceAmerica / AbilityOne– lead and prepare the compliance documentation and compliance reporting for reviews and audits.
- Quality Inspection customer pulls and reporting to comply with company and contract requirements.
- Semi-Annual Safety and Quality training meetings with Field and HQ staff
Minimum Requirements
- High School Diploma or GED Required
- Minimum of three to five (3-5) years of supervisory experience in a service/customer-oriented environment.
- Experience in team management and customer communication.
- Have a working knowledge of OSHA safety regulations and chemical handling/storage procedures.
- Must be able to write reports and business correspondence and effectively present information and respond to questions from managers and customers.
Wage Range and Travel Requirements
- $48k - $58k annually.
- Travel Miles Stipend included
- Some Local, Regional and State Travel Required
