Rising Star Resource Development Corporation (Rising Star) is a private nonprofit 501(c)(3) corporation and Social Enterprise. The Facility Services Operations Manager will be directly responsible for daily janitorial operations, customer satisfaction, account retention and strong employee relations. Specific responsibilities include management of several federal facility buildings, scheduling of all account personnel, establishing work standards, conducting site evaluations/audits, overall inventory/equipment usage, budget control, troubleshooting/ problem solving, orientation/training of supervisory and support personnel, safety compliance, customer relations, and special project work. This individual will also ensure that all managed services are provided in a proper and cost-effective manner. This position is ideal for an organized operations professional who enjoys building efficient business processes, solving operational challenges, supporting customer success, and contributing to a growing mission-driven organization.

 

Duties and Responsibilities

  • Ensures that service delivery is consistent with the highest quality of standards within our organization.
  • Maintains employee personal records for administrative compliance.
  • Plans, organizes, coordinates, executes and supervises functions of janitorial & staffing operations on all shifts.
  • Establishes/enforces workflow processes and standards.
  • Ensures that environmental procedures are being maintained in accordance with Local, State, Federal and Company requirements.
  • Meets and communicates with client(s) regularly to ensure satisfaction, identify opportunities, and provide status updates on daily operations and projects.
  • Acts as liaison between the client, operations lead, and corporate support teams.
  • Controls expenses for all managed operations, reviews job cost and adjust necessary to meet budget compliance.

Position Qualifications: 

  • It is a priority that the successful candidate possesses ten or more years of relevant work experience. Degreed and industry certifications a plus.
  • Demonstrated experience in coaching, motivating, developing, and leading a team.
  • Ability to create and forecast productivity, staffing and budget plans. Initiate and document corrective action in a professional and thorough manner as needed.
  • Previous Janitorial management experience a MUST. The understanding of government contracting and service delivery very beneficial in this role.  The Facility Services Operations Manager serves as a key member of the Operations Team responsible for coordinating daily business operations supporting multiple government and commercial contracts. 

Job Skills

 Operations Leadership

  • Coordinate daily operational activities supporting multiple Facility Support Service contracts.
  • Monitor contract performance, staffing levels, scheduling, customer satisfaction, and operational effectiveness.
  • Support contract transitions, start-ups, and continuous operational improvement initiatives.
  • Assist Executive Leadership with operational planning and organizational growth

Contract Administration

  • Maintain contract files, purchase orders, pricing documentation, compliance records, employee clearances, and operational documentation.
  • Load new contracts into operational systems and establish budgets, schedules, Key Performance Indicators (KPIs), and reporting requirements.
  • Participate in customer site visits, contract walkthroughs, pricing development, and proposal support.

Financial & Operational Reporting

  • Collaborate with the Finance Department to support budgeting, payroll verification, invoice preparation, labor analysis, and operational reporting.
  • Monitor labor utilization, equipment costs, consumables, and contract profitability.
  • Prepare operational reports and performance dashboards supporting Executive Leadership decision-making.

Operations Systems Administration

  • Maintain operational data within WinTeam, eHub, Microsoft Teams, SharePoint, and related enterprise systems.
  • Maintain employee records, schedules, asset inventories, vehicle documentation, key logs, access records, and operational databases.

Customer Relations

  • Serve as the operational liaison between customers, Project Managers, vendors, staffing partners, and internal departments.
  • Participate in customer meetings, quality inspections, safety meetings, and annual contract reviews.
  • Resolve customer concerns promptly while maintaining exceptional customer service standards.

Compensation & Benefits

Annual Salary: $60,000 – $64,000 (Commensurate with Experience)

Allowance Travel Perdiem
